First layer/bottom side
Is it possible to have the first layer, the side that is on the bed, have a textured finish.

If you print on a textured sheet then yes. The first layer will always have the texture of the print surface it is printed on.
IIRC Bob did some experiments using textured vinyls applied to a steel smooth sheet and found that while the surface didn't last its quite possible to print on them and as such transfer the texture to the prints first layer.

should have been more specific................if I create a textured finish in solidworks would I get the finish on a smooth bed. I don't have or know how to use cad software and I don't want to bother someone to create a file if I know the texture will come out smooth.

No you wouldn't get any finish even if the model had it. Think about it, you must squish your first layer into the build surface to achieve bed adhesion. That is why the first layer always takes on the texture of the print surface.

Well, it's quite possible to design a texture for the bottom of the model that is more than one layer high, in which case you will get some texture. However because of everything @neophyl said it's kind of hard to predict what it will look like with squished first layer filament.
