Banding help

I've been really happy overall with how things have been going. I've had this issue in varying degrees since the first print I was happy with. I'm getting ready to try to print something I want as perfect as possible and of course the problem gets worse.  The Benchy below was printed using the pretty PLA v4 profile and the cube was printed with the standard prusa profile. Filament is eSun Cool White PLA+. 

I've tensioned the belts (x=264, y=272) and lubed the rods. What else can I try?

I've also checked the pulley screws.

I'm starting to lean towards this being a white filament issue. The three cubes are all Prusament white (tried different extrusion multiplier).  These pictures are black PETG and Galaxy Purple PLA (both Prusa). No differences in the mechanical settings (other than the purple printed on a smooth sheet with a freshly calibrated live z). Currently printing a temp tower on the smooth sheet in the Prusa white. Still seeing the banding as low as 190 and up to 200 (where it's currently at). Maybe the white just shows it more?
