I have an odd problem, and I have tried many of the fixes suggested here and on youtube.

I can load filament. I can even manually load the filament, and it'll come out the nozzle perfectly fine.

The moment I try to print something and the printer is moving, the extruding stops.

Sometimes I'll get under extrusion, even had it once go for the first, 50 or so layers before the under extrusion, or just out right no extrusion started happening.

But for the most part, nothing, or next to nothing for filament extrudes, but only when the printer is moving/trying to print. If I just keep hitting 'load filament', it loads the filament, extrudes it perfectly fine. So here's hoping someone can help me with this problem.

If it matters, I recently changed the nozzle, but it was doing this before the nozzle change.

This could be a partial clogg. Manual extrusion is super slow so it might still work even with a partial clogg.
The "printing the first 50 layers fine" and stopping only afterwards does also sound like clogging. 

I would do a cold pull and test if that helps. ( https://help.prusa3d.com/article/cold-pull-mk3s-mk2-5s_2075 )

Another question is if you maybe print with a problematic hotend temperature. Some PLAs for example have a tendency to clogg during retraction if that temperature is set too low (which can still be within official temperature recommendations). If you don't print already at very high temperatures try a temperature tower where you test from the highest temperature in range down to the lowest. See if there is an extrusion failure happening at some point and at which temperature that was. Stay 5-10°C above that temperature if possible. I would do such a calibration print only after a successful cold pull. 

PS: You don't happen to print PLA inside of an enclosure, do you?

No enclosure, and I tend to keep the temp the same across the board unless I'm getting stringing. I will try the cold pull technique tonight and get back with you and let ya know if it worked.

Did several cold pulls, still having the same issue. I can literally watch it trying to print, and it wont extrude once the other axis are moving. It'll extrude perfectly fine until then.

Then try a temperature tower calibration print where you start from the highest temp and go gradually lower. See at which temperature this blockade occurs. After a blockade make sure to flush the nozzle again at a high temperature (the upper limit of the range). 

If it starts to block already at the highest temp, than your problem is not (only) temperature. Are you printing PLA? If so, try for example PETG and see if the problem persists.

You have checked all the electrical/electronic connections?

This might be no no more than a loose plug being shaken by the movement - or possibly a cracked wire in the filament bundle making intermittent contact.
