Blobbing, Stringing, Oozing...Tried it all

I recently acquired an MK3S that had problems with the nozzle jamming into the bed. Long story short, it had a bad PINDA sensor, so I upgraded it to the MK3S+. Cutting to the chase, I can not get this thing to stop oozing non-stop (before print, during print, after print). I have completely rebuilt the hot end multiple times, thinking it was perhaps an air leak or damage. I additionally found damage to the printed parts of the extruder and that it was incorrectly assembled, and I have since completely rebuilt the extruder. I have gone through this MK3 several times...but I am at a loss for what is wrong with it.
Things of note:
At startup, during the initial fan testing, the filament fan (layer fan) makes a slight noise (it sounds like bearing drag), but this goes away. No fan RPM alarm trips during any print, and it passes all calibrations...although I don't think this would contribute to extreme oozing.
I have rebuilt the hot end at least five times. I am very confident that it is assembled correctly.
When using the Cura slicer, there is a noticeable improvement in print quality, but stringing, oozing, and blobbing is still present.
YES, I DRY MY FILAMENT. It is NOT a moisture problem. (below 15%RH)
Below are the things I've replaced.
SPINDA
RAMBO Board (don't ask.... made an oops with a brass brush and let the magic smoke out)
All new printed extruder parts
Hot End
Teflon Liner
Heat Break
Heater Block
Heater Cartridge
Heat Block Thermistor
Nozzle (.4)
I have tried every setting, every retraction possible, and read almost every forum I could find.
Benchy pictures are in PLA (I broke the smoke stack on accident)
Some of the parts are PETG
I hope someone will see this, know exactly what is wrong, or have experienced something similar and help me out. I am at my wit's end with this.

It's still damp, dry it more.

Sorry I have to disagree with you. The filaments print fine on both my MK4 and an Ender 3 I have.
I dried one roll for 36 hours, no change.
Filament is not the problem.
