Here's the conundrum I spoke of earlier, and switching to simplify3D didn't solve it:

Basically it's this: if the z-adjust produces a good perimeter line (as in the photo), then the z-height is too close to the build plate for the infill (see photo). If the z-adjust is such that the infill is right, then the z-height for the perimeter is too high.
I may just have to live with it, but if anyone knows of a solution, I'm all ears.
I think I've found a workable solution: doing concentric infills largely avoids the problem.

I received the hot end socks, but there just isn't enough clearance between the hot end and the one existing fan shroud for the volcano for them to fit... 😮 😥

Empirical result: 55mm/sec is the fastest I can push it at 0.96mm wide and 0.6mm high without getting extruder clicks.

There's finally a new blower shroud on thingiverse for the i3 mk3 and the volcano, and the good news is that it is sock compatible. I just now installed both it and the sock. 🙂

I have the sock and new blower shroud installed, and they work great! No problem maintaining the temperature at the set point even at the fastest print speed. 😀 😀 😀
I think the problem was likely that the previous blower shroud was a defective design, locating the blower shroud too close to the hot end. That melted a hole in the shroud that I couldn't see until I removed it. Most likely it was blowing ambient air onto the hot end through the melted hole, which is why the hot end couldn't seem to maintain temperature under the stress of the high print speeds.
