Cannot get rid of stringing

I am dealing with an unusal amount of stringing on my Prusa i3 MK3. I have been spending a lot of time on the stringing documentation page. I am getting prints that look like the bad examples there. I am using Prusa Slicer with PLA, and I tried using default settings, as well as creating my own custom settings based on the recommendations there. I am using brand new hatchbox PLA. Currently I can reduce stringing a little bit by using these additional settings:

Nozzle temperature: 205

Retraction: on

Retraction length: 1.8mm (any higher and it will clog)

Retraction speed: 45mm/s

Layer height: 0.25

Avoid crossing perimeters: On

 

I also tried doing 185 for nozzle for PLA and nothing changed.

 

Can anyone recommend anything?

I had a rogue roll of white PLA, that would string like crazy.

I lowered the nozzle temperature to 170C  where the Low temperature extrusion setting kicked in, and prevented extrusion, so I reset the Low temperature extrusion limit setting to 140C, (In case I needed to print lower than 170C, and the prints improved. 
In the image above you can see that I was still suffering with stringing when I printed that model using Mosaic Palette2S Pro.

the black is TPU, used as a hinge.

The prints got better once I increased the Low temperature extrusion limit setting from the default 140C to 170C, where the Low temperature extrusion setting kicked in and prevented extrusion.
