Bottom layer keeps printing a bad spot

I am trying to print a 5.2 x 4.2 box. Every time I print the box, I get a bad area on the print on the first few layers. The inside files over it fine but the exterior looks like the attached picture. The material is PETG, first layer bed temp is 80C and then drops to 75C. The hot end is 240. Overall the print comes out great except for this one area. It repeats the problem every time I run the print. I checked the slicer layers and it doesnt show the issue, it shows a smooth print. I tried a concentric fill, and it did a similar issue. Instead of printing the bad layers, it jumped outside the perimeter of the build, printed a few layers in a 2" circle and then came back into the print and everything was fine.

Any ideas?

From what you describe probably a spot where you touched the sheet with your finger(s). Wipe the sheet down. I use window cleaner for my textured sheet. That is spirit mixed with some detergents (anionic surfactants). Comes in a spray bottle. I spray on the sheet and then wipe it off with a tissue. The rest dries off on its own. Then I put the sheet back on the print bed.
