Printed parts height

Hi guys, can somebody help me please. I am using 3 MK3's and problem is on all 3 printers, i am getting 0.2mm plus in z-height. It is irelevant how high the part is, on 2mm part i get 2.2mm height and on 20mm calibration cube i get 20.2mm so it is not problem in steps.
Printing in PETG and using S3D as slicer but i tested Prusa and Cura slicers, same thing. Only way i can get it lower is by playing with extrusion multiplier (now at 94%) but then the part is not strong enough (visible underextrusion)
I am printing relatively small and precise things so this 0.2mm is very important to me. Two printers are with 0.4 nozzle and one is 0.35 nozzle.

Is it always exactly 0.2mm higher, an offset? Or is it a scale thing, when you print 20.0 and get 20.2; 40.0 and get 40.4?

I only ask because it would be hard to tell at 2.2 mm total height where the delta is. So try 40 mm.

Also - the flow rate should have ZERO to do with layer height unless you are seriously over-extruding - and this will manifest as a rough top infill layer, and not a taller part.
