Unintended Fuzzy Top Layer

I installed the latest Prusa Slicer, sliced a whistle and all the flat last layers turned out fuzzy. Stock settings, 0.4 nozzle, PLA. 

I sliced a test cube, and the top came out as in the photo. I downloaded Cura, sliced the same cube, stock setting for generic PLA gives me the same results. Fuzzy top. However, outside borders are good.

That looks like over extrusion.  Its bulging out the top layers too as well as piling up extra filament.

And a better visible surface area. Note that the borders aren't fuzzy.

Changed extrusion multiplier from 1 to 0.7 and problem went away. 

Seems like warmer weather over here started to cause overextrusion as well as stringing.
