This appears to be Z-wobble, am I wrong?

I've only noticed it with ABS but it seems to have gotten a little worse lately, that may be a coincident though.
I've printed some PLA a few days ago and It turned out very well, ultimaker quality for sure.

Using all default setting that come packed with the official Slic3r download with Matter Hackers ABS (seems like good quality to me)
I've been printing with ABS consistently for the past week, was great in the beginning, this issue has been gradually working its way into the prints though, but even then its not consistently in every print which makes me think it may be something other than z wobble????

I don't have a ton of time to troubleshoot because of final exams so any insight would be really helpful because I'm extremely confused,

I have seen something similar with my old printer, which was a cheap Malyan M150.
Mostly my PETG prints on that printer would look something like that.

I think at one time I cleaned the nozzle and that seemed to help. maybe it was a partial clog. No idea really.

Did you try poking the nozzle with the included needle and see if that helps?

What happens if you manually extrude some pastic? does it look even when it comes out?

Last time I saw something like this some belts on my printer had become loose ever so slightly. In my case I simply adjusted the tension on all belts and was fixed. This almost looks like you have more than one issue going on here. I would check the zip ties on the bed to make sure they don't have to much play, check the belt attached to the extruder for proper tension. The extrusion looks ok but if you look closely the offset is equal to the axis. Almost like the print is wobbling around somehow.

Mistakes happen. It's what you do next that counts . Current Printers

@austin.w did you solve the problem? I have the same issue (at a smaller scale). This is my fourth print. The first three prints were too short to realize the issue. Layer height 0.15mm.

I am using the preconfigured settings on Slic3r (Slic3r 1.31.6) for "PLA" "0.15mm OPTIMAL". The option "insure vertical shell thickness" is enabled by default.
Do you suggest I disable it?
I'm wondering if this issue has to do with the little play from the bearings on the x and y axis, in conjunction with the placement of the spool. The tension of the filament is not consistent and this little inconsistency affects the (not rock solid) x-carriage movement. Just a guess.
I will try some tests with a simple cylinder.
