Extruder not able to load filament

Hi guys, im stuck on this one. I have a I3MK2S, when I go to load the filament (after preheat is done) the extruder does grab the filament and push it about an inch into the hot end but then it starts skipping. This is happening with a known clear (no jams) and rebuilt hot end, I installed a new teflon tube and new nozzle and even made sure the heat break was clear and had new thermal paste. Im running in high power and the spool is loose with no snags. I also installed a new hobbed pulley just in case. I even tried getting it to load without a nozzle (as a test) but that didn't work. Its like the stepper motor doesn't have enough torque to get it done....any ideas?!?! ❗

can you extrude manually, if so its definately clear and the stepper.

I had an issue on my Mk2 (original not the S) where there was wear on the stepper cables causing the stepper to undervolt. This resulted in juddering stepper actions (it seemed stuck) at certain positions. This resulted in underextrusion. TLDR if the stepper is undervolted due to a break it WILL under torque.
