Polyalchemy Elixir pla filament layer bonding issues

Hey everyone,
So I purchased the polyalchemy elixir pla filament in blue and it printed just fine the first couple times I have used it but more recently Im beginning to have alot of layer issues. For example when I print some layers don't bond well enough and when i take it off the printer it looks fine but certain layers just begin to separate. There aren't any specific layers separating but it always seems to be the first layer and then somewhere in the middle it ends up not bonding well.
Here are my typical print settings, (FYI Im using a modified prus I3 MK2s with a noctua fan to cool the hot end): i have attached screen shots of my settings. So what do you suggest I do differently?

Try printing at 220 degrees Celcius

Layer adhesion problem exists even at 215 C, so higher temp is needed

Also you might want to try and slow down the print speed as well to see if it improves the adhesion
