Wierd issue with infill around circles

I have having issues with "under extrusion", but only around the perimeter of small circles. I am making a rectangle with 4 screw holes, one in each corner. The printer first prints the 3mm diameter circles in each of the 4 corners, then it makes the rectangle perimeter, then it fills in the rectangle. My first layer looks pretty good, so I assume the Z-height is set well, BUT as the printer is making that 1st layer, there is an issues. The extruder zig zags back and forth, and when one of those zigs or zags intersects with one of the circles, there is a small gap, almost like the printer stops ejecting filament right before it hits the circle and starts moving in the opposite direction. I noticed this issue start AFTER I upgraded to the most recent firmware, but of course that could be coincidence. Any ideas?

I should note that even on the 2nd layer, I see the same problem, but because these little gaps are in different places around the perimeter of the circle, in the end, the issue is cosmetic not functional.
