Weird bubbly texture on top layers

Anyone know why the top of this print looks so terrible? It’s supposed to be smooth with 13 top layers. The nozzle is 0.25 and layer height is 0.05mm. The piece is 20mm x 70mm. My kid prints a lot of small pieces for models with these parameters and we haven’t seen this before. My best guess is the filament isn’t sticking to the perimeter. I appreciate the help.

Multiple options:

- previous layer gets melted by the extruded layer, try to increase cooling 

- uneven extrusion - check filament if it is not wet, clean up extruder, nozzle inside and the outside if nothing stick to it

- vibrations during print especially when the layers are so thin, also check if the z axis is still rigid and if the print head is not wobbling up and down
