Trouble with top layer consistency (PETG)
I'm trying to print a 2mm solid section for a holder to display a silicon wafer.
I recalibrated the first layer to where it goes down pretty well. I havent had this issue with this filament before so I'm confused on what could be causing this. It seems to happen in random places. (the first one did it where the wafer is supposed to sit). It seems to only do it on a top layer.
Is 240 too high for the top layers causing it to bubble or am i missing something?

You might be getting some oozing. Try printing it again and see if ti is in the same location. If it moves, it is likely oozing from the temperature.
