Underextrusion after retraction

Hello first time poster here.

I have a strange problem with my preassembled mini. The first test prints went fine and I wanted to print out some lucky charms after that which also initially worked. Today I wanted to reprint again and now I am facing the following issue..

The top object is printed first, then the filament is retracted and the inner line is printed. As you can see it is jagged. When you watch it while it is being extruded you see that it does not start normally but you see filament lcoming out like is not being fed correctly, after two mm it then comes out fine. I played with the extraction settings but this is not changing anything. I have same printous from two days ago and there I did not see this issue. I already did a cold pull but there does not seem to be any clogging going on.

The setup is a standard MINI+ with the default settings for prusament PLA and the Orange Prusament PLA of course.

I did not change anything so I wonder what's going on.

How confident are you about your z-offset?  The fence looks a little too round and you have gapping in your print.  Based on your photo I'd say your z-offset is 50 to 100 microns too high.  When you use the built in z-offset pattern the little box at the end should create flat sheet of plastic with no gaps or ridges.

Hi thanks for your reply. 

I struggled the last days with this and also played with the z-offset but in the end the more I printed the worse the results got (without doing any changes). It was not only the first layer but layers higher up separated or printed at an offset,  I started to have increased webbing and printouts of the same object got worse and worse (not the one in the picture, but a case I designed). I am pretty sure/well I know that this is a very good printer, if it is in capable hands, which mine apparently are not, so this Morning I stopped fighting with it and filed for a return.
