For general hotend cleanup I have started using a wooden pick, a thin strip about 1 cm wide cut to a chisel tip. Heat to printing temperature and scrape away being careful not to damage the wires. If you want to finish with a brass brush turn off the power so there's no risk of shorting the heating current and causing worse problems.
The hotend should be OK afterwards but you may need to purge the nozzle or even do a cold pull if the filament inside has had time to overcook.
