Blobs on seams when printing smaller parts all of a sudden

I didn't find anything in the internet that matches my problem. Also tried several things, but nothing does the trick.

Setup: Mini+ with bondetech extruder and E3D Revo hotend with a 0.4mm hig flow nozzle. 

Just yesterday, I printed small figures for my daughter with a 0.25mm nozzle no problem. Today I changed to the 0.4 HF and printed a part for my workshop. Filament is a Geetech PLA which I used for many other models already. It's not moist. But it came out 70% great as usual, and on the rest it was a total mess. I retried, same problem. I sliced the parts with the problems seperatly and printed. Same problem in every speed I tried so far. The seams are always extremely over extruded, and the layers are badly out of line when it comes to the smaller part on the model. I even tried printing without input shaper and standard speed. No change. I usually print everything out of the box, no perimeter tuning, no nothing. Always great output, until now.

Here are some images of the problem. never experienced this. Any ideas?
