how to alter hole sizes from a printables download
When I print a model from printables but 10 mm holes come out as 9,8 mm holes what do I do wrong? And how can I fix that?

I also ask if you have done a filament calibration to adjust the "Shrinkage Compensation" for the filament. I just did some prints and the 7.98 holes are at 7.96-7.90 in size. Shrinkage compensation is under Advanced. Just measured a print from today and it was supposed to be 101.5mm and it is 101.55mm long. Well worth the time and for my usage, one of the best lessons I learned.
I print a 40X40X40 mm cube and do the necessary calculations. Adjust and print again.
I agree with Joan on running a drill bit through the hole.
For a 0.2mm (2%) error? Run a drill bit through it by hand or dead-slow; power speeds are likely to friction melt it.
Be aware that Printables is no longer a reliable source of files, unless there are pictures of the actual printed article it's best to ignore the entry and even if there are, check the comments before downloading.
Cheerio,
