MK4 Consistently underextrudes the seccond layer.

Recently I've received my MK4 kit, assembled and printed away a few models. Mostly I printed "0.15 quality" profile and it turned out great. Also, I've some pieces with "0.20 quality" and "0.20 speed" profiles. All was great until last week when I had to move far away and had to partially disassemble the printer (too out the front frame and bed frame to fit.
I'm on the new house now and reassembled the printer according to the manual and tried a previously successful print at "0.15 quality" straight from the gcode with the same filament I use. Success. Same precision, same details, same time, same(no) strings. All seems good until i try to print anything in "0.20 speed". Even the same pieces that I was used to are not printing properly. I've tried a bunch of things. Printed a temperature tower that told me the temperature was correct(as I was expecting). Ran the entire self-test again including the gear realigning and it all passed great.
I've noticed that the problems happen on the infill for the second layer. When the nosle speeds up the extruder can't keep up and it under-extrudes. If I use my default temperature of 195 it even makes some skipping noises. If I do 215 it underextrudes but is able to extrude without skipping.
I've reset all my settings from the slicer and reinstalled all. tried a 40x40x40 cube and the same as all, under extrusion on the second layer even with 215 temperature setting.
PS: On my previous house, the voltage was 110v, here is 220v if that matters somehow...
PS2: I'm posting some examples of failed prints but I've tried more than 10 combinations.
PS3: I'm running the latest version of the slicer (2.7.1) and the printer firmware (5.1.2).
PS4: I've tried the keychain model from prusa's default models. It does not fail. I've opend the gcode and noticed that the highest extrusion volume is 9.9mm3/s and my models are coming out at 13-15 mm3/s
I would really love if someone can guide me thu this problem or send me on a path to fix it. Thanks

Last night I started testing with a different filament. Same brand and model but a different color(red). That one printed on .15 speed, .20 speed, and even with Input Shaper without a problem. I've even printed with 185 of temperature to make sure. no problems at all. Looking back, the white filament(problem one) may have suffered from too high temperatures/ weird humidity levels during transport to the new location(around 10 days by a truck on the box with silica(1KG) in it), and that changed its terminal behavior somehow? I'll test with more filaments spools soon... apparently, I'll have to use the white one with 0.15 quality so it does not go to waste.
LSS: Filament is bad. Other filaments can extrude fast, this one can't anymore for some weird chemical/physical/psychic reason.
