WHat Causes These lines
Any help resolving the lines and rough surface would be appreciated.
This is a PLA. Nozzle is 200. Bed 67.

Hard to see from the image what your concern is. This could be just regular layer lines on a curved surface in which case there's not much to do short of using a lower layer height and/or post processing (sanding).
It's almost always better to save your project as a 3mf file from Prusaslicer's File menu, then compress it and upload it here. It has to be zip compressed or the forum software will reject it. The 3mf file contains all your settings, so the friendly folks here can take a look and suggest improvements.
