Yeah, get 10 meters for 30 downloads and few likes is possible, but thats where any common creator ends. And even this has much to do with what you designed, so one may focus on popular creations, remake them perpetually and get some meters every month. Or he can do what he needs and desires.
The extreme example is: if you put a starwars logo on it, you have bilions of potential likes and downloads; If you make specific part for an ancient machines that exist in just a few pieces on the planet, you may have dozen potential likes and downloads. While at the same time the value of the model, its quality could be sky high, no matter, no starwars logo.
But from Prusa point of view, it makes a big sense. A teacher that pushes 600 students to printables is a great advertiser and deserves a reward.

Yes, there is the difference between popularity and inherent quality of entries. Those two things are certainly not the same but the latter is very difficult to evaluate objectively, because quality depends on the requirements and reqirements can vary. Popularity on the othe side is much easier to score, even if systems are not isolated from the rest of the world and can also be rigged.
Yes teachers which tell pupils to have a look at their hosted model for educational purposes (can be legitimate in some circumstances) can push downloads, maybe also likes. But I do not have the impression they are the rule here on Prusaprinters but rather the exception.
Let's just talk about a concrete example. Have a look at the Board Games section and the top entries in regards to total likes. A majority of users behind those entries, doesn't seem to be power users or creators. Many of them seem to have posted only a few models and often only a single one is so wildly popular. You might say a number of them are not of stellar quality but that in my fiew, most of them don't look like models posted to please the crowd but because that's what they did for themselves and wanted to share. While some things might look simple, I think the top ranks are a good collection of models, maybe not only for board games but at least board games and table top figurines.
Your point that some very specialized super high quality entries won't make it far in likes+downloads is valid. But then, no one is punished for posting such a thing either and the only way how to encourage sucha thing is with stronger manual curation which is very work intensive. Printables is doing some curation, with recommending regular top picks and contests, especially the latter is sadly not really going the right way in my opinion but that is another story.

so they get more in prusameter then on patron

This is probably off-topic at this point. I was encouraged by some members to upload some of my designs and take advantage of the Prusameter system. As it turns out, I'm the one being taken advantage of. Here's what's happening. There are users who are quick to remix my hard work by merging some silly shapes into my designs and uploading the remix simply for the benefit of the reward system. they even ask for good ratings and support in the description. Unfortunately, the Prusameter system promotes this kind of behavior and the only way to stop it is to stop sharing and contributing to the community.
