Prusament PC glue stick

Is the included glue stick to assist with bed adhesion or with release?

Primarily for release, and really only necessary for very sticky material at high temps (e.g. PETG at 270C). For most PETG, a spray of Windex will suffice (per the user's guide), or even some wipes with your fingers on a clean bed.

It is also useful for improving adhesion with nylon.

I use the glue for other handicrafts. For printing Nylon, PC, PEEK (high nozzle temperatures) I use Kapton to protect the PEI layer of the textured printing plate and for adhesion:

I also used glue like Dimafix or Magigoo when printing ABS to improve adhesion, better detachment of the component and reduce warping.

There are lots of opinions, reviews, experiences and discussions on this topic here in the forum.

If I print a big flat model, I use glue stick, helps against warping(a little), and a big brim.

With petg you can use it so it does not stick to much, or use window cleaning spray.

Models with small foot print you can use glue stick, and a big brim.

Yes and yes.

It does help, but is rarely needed, for pieces that just don't seem to stick properly without it.  I've found it helpful for smaller PLA pieces, with or without a brim.

It's also very useful as a release agent, particularly for ABS prints with a large footprint on the smooth sheet.

My question was specifically about Prusament PC.

Seems very odd, albeit coming from a small sample, the range of answers.

I think rarely needed depends on your print bed.  If your bed is older and well used.  I highly recommend it.
