PRUSA PET-G Orange filament batch problem?

I just opened a new roll of PRUSA PET-G Orange, date code 28.11.2018
I used the standard settings in Slic3r for PRUSA PET
I cleaned the PEI plate on my MK3 with isopropyl 91%
The perimeter and first layer failed to stick immediately.
Next I tried the Windex, same result.
Then I moved to a different area of the plate, same thing.
I just switched the roll from PRUSA Orange to eSun clear with no other changes and all is printing fine.

I have printed with other brands of PETG with no problem other than excessive adhesion and stringing.
So my question is, what is wrong with this roll of PRUSA Orange?
Could there be a QC problem with this batch, because I see very few complaints about this filament?

After I did a few prints with the eSun clear PETG, I switched back to the PRUSA orange PETG and it is working so far.
I wonder if there may be some contamination on the first part of the spools filament, or maybe since I was using PLA just before the orange PET, if residue in the nozzle caused the filament to not stick?
(I also cycled the printers power after the eSun)
Whatever the cause, this was my first problem with a first layer not sticking.
After this small print finishes, I will try again with a larger print later today.

Just to put my 2 pennies worth in, I noticed after usin PLA, the textured PEI bed where the PLA had been remained matt compared to the rest of the sheet, using IPA did not clear this and I was starting to get worried the coating may be failing, but today I switched to PETG and the first layer test did not stick very well, but when I removed it, the normal slight sheen to the surface was back where the PETG had been stuck, a couple of prints later, the PETG was sticking to the bed as good as ever.
I wonder if some sort of additive in the PLA (Colour ?) is remaining on the PEI sheet after printing.

It may be worth doing a one layer large square print to in effect clean any residue left over from the PLA.

Oh, and since one layer is difficult to remove (At least get started), I ordered a Plastic Razor Scraper Car Sticker Remover with plastic razor blades.
they are not sharp like a real razor blade but are perfect for lifting stuck items from the PEI sheet and cause no damage. Cheap as well.

I think you would be far better off giving the bed a damn good clean when changing materials. To really make sure, Acetone generally makes things stick like the bed was new.
