Placed one sample (1) in a vacuum chamber set to 29.95 mmHg at 15.5c (garage).

Correct me if I'm wrong but don't you need to get to the vapour pressure of water before it will properly evaporate, without the induction of surface movement (i.e. wind). In this case you achieved very little because the temperature is 15.5C,  you would need to be at or below 24 mmHg for a true evapouration vacuum test. To prove the maths in the same chamber put a glass of water, it won't boil until you get to 24 mmHg or below.
