Last Layer Control
Some amount of texture is inevitable on a flat top surface. If I'm printing a cylinder and I want the end of the cylinder to have a spiral texture or I'm printing a rectangle and I want the "grain" along the long axis, can I persuade Slic3r to do that?

Indubitably.
In Slic3r PE, go to Print Settings--Infill.
It should be user-friendly from there, but the third choice under Infill (in the right-hand window) is Top/Bottom Fill Pattern.
Under Advanced (right-hand window) you can change the Fill angle.
There are more options/choices in the Advanced section (left-hand window).
That's "MISTER Old Fart" to you!

possibly...
concentric infill can print as above ( I fudged the extrusion width to 0.415mm to prevent non concentric infill in the middle of the top face) it's not spiral, but might work for you!
rectilinear infil at 0degrees instead if the normal 45 degrees, produced the above pattern
there is cross grain at the edges...
