Massive difference in print quality between two (of the same) printers.

I recently got two Mini+ pre-assembled printers up and running, and I've noticed a pretty stark difference in the print quality between the two. One printer performs as I would expect, with a bit more stringing than a direct drive printer. The other is a stringy, bubbly mess. I tried drying the filament, as I was seeing and hearing what I think are bubbles, but doing that didn't change anything. I played around with the temperature settings and got better results at lower temperatures (210 first layer, 220 subsequent, AmazonBasics PETG). Just to cover my bases, I swapped spools between the printers, and each printer yielded the same results.
The above picture shows a single-layer test print I did where I increased the temperature to show its effect on the extrusion. The temperature went up in 5 degree increments, starting at 195 C and increasing to 240 C. The first couple of lines at the 195 C end are where it was cooling down from the default temperature of 230 C which led to rough results on the problem printer. The top row is the printer that performs well, the bottom row being the printer with the issue I'm having. The two columns represent the rolls of filament I used, which shows that it's not a filament issue.
Any ideas what I should try next?
